Rohan - council thread

This council will meet every year (4 turns). We can discuss here what our priorities will be in this year and how much everyone has to spent. If you want something special you can ask (or say) it here. After this is done we can start doing our things for the next four turns. You can tell the things you have done (or not) of every turn in the AAR/RPG thread in the Aftermath section of this forum. Put the questions in the exchange thread btw.
Let me start this one:

The year 2945 of the third age,

I have a few things:

First the financial side. Theoden, my son, has set the amount of gold every member of this council can spent in the next 4 turns:
2000 for the King
3000 for Erkenbrand
3000 for Gamling
2000 for Theoden
2000 for Egbert
Please say if you agree or not.

Second, i have my concerns about the intelligence gathering. We have one spy doing nothing and most of our lands are filled with darkness. Enemy patrols can move freely without us knowing. I think we should do something about it. I suggest that every member of the council build watchtowers in his regions.

Thirdly, Isengard is nearby and becoming dangerous. We only have Gondor as our ally, but they are in war. I think we should search for relations with others of the free people of middle earth. I don't mind training diplomats with my own gold.

Your thoughts!?!

I'd be very pleased if you would give permission to send the troops in the lesser and smaller cities to me, my king, as these cities in the backgrounds of our realm will never be in danger. Would you make them on the way to meet my force in Helmsdeep?

I will try the save tomorrow. And yes, spare troops which upkeep aren't supported by the local towns will be directed toward the Hornburg, except those in the northmark and belong to Gamling. He will need it as a defense there.
